Diritto Mercato Tecnologia publishes the abstract of the presentation "Discrimination and Neutrality on the Internet: the Zero Rating Case" by Augusto Preta and Peng Peng, illustrated at the 32nd Conference EALE in Wien last September.


Zero-rating is the practice of mobile network operators (MNO) and mobile virtual network operators (MVNO) not to charge end users for data usage of specific internet content and applications through the MNO's mobile network. For example, several MNOs made Facebook, WhatsApp data usage free to attract more college students.
